You need to export the whole drug list and then change the stock to 0 manually.
The steps shown below
1. Login as admin

2. Go to Admin->Inventory->Inventory Item
3. Click Export Xml
4. Find the <stock_qty> tags and change the values to 0.0

5. Save the xml after changed
6. Import the modified Xml to the system again
